Annabelle Baltierra

Senior HR Consultant

Annabelle Baltierra is a strategic Human Resources executive and trusted advisor with more than 30 years of experience partnering with organizations to strengthen leadership, navigate change, and build high-performing workplace cultures. She works closely with executives and leadership teams to align people strategies with organizational goals, improve operational effectiveness, and create practical HR solutions that support long-term success.

Her experience spans healthcare, biotechnology, higher education, nonprofit, manufacturing, and multi-site organizations, supporting workforces ranging from 300 to more than 16,000 employees. Annabelle brings expertise in organizational development, executive coaching, employee and labor relations, workplace investigations, compliance, workforce planning, succession planning, and leadership development. She is also an experienced facilitator, delivering bilingual (English/Spanish) leadership and management training that helps organizations build stronger, more engaged teams.

Before joining JorgensenHR, Annabelle held senior HR leadership roles with Cedars-Sinai Health Systems, HemaCare, California Institute of the Arts, and the Archdiocese of Los Angeles, where she directed HR strategy for more than 600 locations supporting over 16,000 employees. She has built a reputation for helping leaders solve complex people challenges with practical, thoughtful solutions that strengthen both organizations and workplace culture.

An active leader in the HR profession, Annabelle has served as President of NACPA and held leadership roles with PIHRA and NHRA. She is passionate about helping organizations build strong leaders, engaged employees, and resilient workplace cultures that enable people and organizations to thrive.
